People in Need’s Afghanistan country programme started in November 2001, providing emergency food distribution in mountainous areas of the central highlands. 20 years later, the programme has visibly grown and diversified, but continues to promote PIN’s core values: envisioning a world where people are free to make decisions about their lives; a world where people are not restricted by an un-free society, poverty, lack of education or discrimination. Today, we work along the humanitarian and development spectrum, providing immediate aid supporting the most vulnerable in Afghanistan to find long-term solutions to the challenges they face.

 

  1. Background

PIN Afghanistan’s three strategic objectives for the current planning period (2021-2022) are (1) Agency driven, transformative, humanitarian assistance; (2) Making markets work for crisis affected and marginalised communities; and, (3) Harnessing decent, productive and inclusive livelihoods. Under the current evolving context, the CP is focusing efforts under strategic priority 1 and in particular supporting people to have (1) enough to eat, (2) a safe and secure living space that supports their health and well-being, (3) the basic items needed to stay safe and warm, and (4) access to education when the normal structures are no longer available to them. 

PIN has secured an 11 month Educations in Emergencies project funded by the Afghanistan Humanitarian Fund. The project will establish temporary learning spaces to 2400 children in crisis affected communities in Kabul providing access to recreational activities, psychosocial support and basic educational course in line with EIEWG standards.

Job Description

PIN Afghanistan is seeking an experienced Livelihoods Specialist (PM) to deliver a humanitarian response project in Ghazni Province. The Specialist will be responsible for a team of 4 field staff, delivering assigned projects to time and budget towards the achievement of intended results. S/he will be responsible for implementing projects in line with PIN project management quality standards, proactively managing risks, pre-empting and actively solving problems to ensure the project remains on track and those we support receive their assistance in full and in a dignified and respectful manner. S/he will implement projects in line with Core Humanitarian Standards and PIN policies and procedures, escalating risks and issues to the PM in good time. The selected Specialist will have strong technical understanding of humanitarian agriculture and food security programming, and proven experience successfully delivering agricultural assistance projects in shock prone areas where access is sometimes a challenge. 

Job Description:

The Livelihoods Specialist will be a key resource in the implementation of a livelihoods and WASH project funded by AICS aiming at reducing poverty among shock-affected populations in Ghazni. The main activities will concern supporting the technical officers in implementing the agricultural and farming activities to ensure quality. In addition the resource will be supporting the development of key documents within PIN such as SOPs and guidelines to improve programme quality and establish clear criteria for activities, site and beneficiaries selection.

Main Responsibilities:

The Livelihoods Specialist is responsible for, but not limited to, the following work areas and duties: 

  • Support the technical implementation of the assigned project in line with project documentation, on the ground context and community needs
  • Develop and update BoQs based on assessments, projects’ documentation and in-country guidelines.
  • Provide guidance to the project teams and partners in weekly planning of activities (input distribution, trainings, set up, maintenance, monitoring, reporting, etc.) and to ensure these plans are in line with project workplan.
  • Review and update PIN Afghanistan technical manuals and SOPs relevant to the field of livelihoods and NRM.
  • Participate in regular progress review meetings with the team to ensure the project is being implemented as per agreed work plans, SoPs and BoQs.
  • Manage the livelihoods team ensuring contractual and project commitments are met on a timely manner and in line with donor and PIN guidelines.
  • Ensure the reporting and information flow between provincial level and country office is done on a timely and quality manner.
  • Support the effective and accurate monitoring and control of assigned projects budgets in coordination with Finance manager.
  • Ensure that quality of project documentation meets standard organizational and donor specific requirements.
  • With technical lead from MEAL, initiate programmatic assessments, analyze outcomes, ensure assessment reports are produced.

Job Requirements

  • Five years demonstrated experience in technical management of livelihoods and NRM of humanitarian projects
  • University Degree in Agriculture, Natural Resources Management, Agro-forestry and similar
  • Demonstrated understanding of project management principles 
  • Proven people management experience and skills and ability to manage with empathy 
  • Proven experience in managing humanitarian cash assistance projects
  • Proven experience in developing BoQs, technical guidelines
  • Proven capacities in carrying out capacity building activities for the staff
  • Demonstrated ability to write clear and concise reports  
  • Excellent communication and negotiation skills, including listening 
  • Adaptability with sound professional judgement and decision-making skills
  • Demonstrated understanding of ability to apply to principles of AAP and protection 
  • Understanding of risk informed management approaches
